No source reports that the Ukrainian government admitted 250,000 military deaths in November 2025. The sources instead show Zelensky's government figure at about 46,000 killed (February 2025), and report that Kyiv does not disclose official casualty figures, so the claim is contradicted by the record.

What was said

… Lying about casualties, you know, casualties. The sources I have both in Ukraine and Russia, Ukrainian dead are about 650,000. They were admitting 250,000 in November of last year, and it's gotten much worse since then. This is why the casualty figures are a state secret. They may never release them, and, you know, because how long are these boys going to continue to go? …

What we found

Contradicts. The BBC's December 2025 report cites Zelensky's government figure of 46,000 battlefield deaths from February 2025, with 140,000 killed as an independent estimate, not a government admission.[2][3]

Contradicts. U.S. officials reported that Kyiv does not disclose official casualty figures, and Ukraine's statistical agencies have not released mortality data by age or gender.[1][4]

Context. The 250,000 figure appears only in estimates from other parties, such as the UK Defence Ministry's June 2025 estimate of 250,000 killed, not in any Ukrainian government admission.[5]

Context. The UCDP's conservative research estimate puts Ukraine's military dead at at least 83,000 by end-2025, which is a researcher's count, not a government admission.[6]
