Sources support Odessa as the Russian Empire's leading Jewish cultural center, with the YIVO Encyclopedia saying no influential center in the empire surpassed it by the 1860s. But on population, sources place Odessa second to Warsaw in the empire (YIVO's 1897 figure), so 'Jewish capital' holds only on a cultural reading and is contradicted on a demographic one.
What was said
… Any rally in favor of the monarchy or any church festival were met by hundreds of armed Jews who wanted to break it up, and when you're talking about fairly well-off cities like Odessa, for example, which was the Jewish capital of Ukraine for the longest time and the Jewish capital of the Russian Empire prior to the revolution, when you have a half a million Jews in a place like this, any public expression of Russian Orthodoxy is to them extremely offensive, and they were egged on by the press, which I also mentioned. There was very little censorship. …

Contradicts. The YIVO Encyclopedia states that in 1897 Odessa had the second-largest Jewish population in the empire, after Warsaw, with 139,984 Jews.[1]
Contradicts. Wikipedia reports that from 1880 to 1920 Odesa had the second-largest Jewish population in the Russian Empire, which is consistent with Warsaw ranking first.[2]
Supports. The YIVO Encyclopedia says Odessa was arguably most important in the late imperial period, and that by the 1860s there was no more influential Jewish center within the empire.[1]
Supports. The YIVO Encyclopedia says Odessa became the empire's center for Jewish periodical publication in the 1860s, and Odessa's Jewish community was a major center of Russian Jewish institutional innovation.[1]
Context. The Forward reports that around 1900 Odessa's 140,000 Jews outnumbered Vilnius and Warsaw, which conflicts with the YIVO and Wikipedia ranking and suggests the figures depend on the source and year.[3]
Context. Modern sources describe Odessa as one of Europe's Jewish capitals, a present-day label rather than a pre-revolution imperial designation.[4]
