The sources attribute Russian anti-Jewish restrictions mainly to religious intolerance, economic stereotyping, and the state's need to deflect political unrest onto Jews, not to actual Jewish dishonesty or Jewish revolutionary violence. The 1881 pogrom and May Laws followed a spurious blame of Jews for the tsar's assassination, and the Protocols were fabricated to discredit revolutionaries.

What was said

… They need it, not too much of it. We saw what their very distorted view of the pogroms meant in Russia. It created a unified Jewish body that didn't exist before, or not nearly to that extent. So persecution, to exaggerate it, it's absolutely essential. Remember all the things, all the restrictions Russia that we've spoken of came from very specific reasons. It didn't just happen. They didn't just write them in there for fun. Firstly, it was because of their dishonest business practices. Then later, it was their revolutionary violence. The concept of commerce changed at this period of time. Marx is looking at the Jews here, but in a good way. You know, Jews could charge interest to the strangers, that is, you know, goyim, whoever, but not to each other. …

What we found

Contradicts. Scholarly coverage attributes Tsarist restrictions on Jews to religious intolerance, Christian hostility, and stereotypes of Jewish merchants exploiting peasants, rather than to Jewish dishonesty or revolutionary violence.[2][4]

Contradicts. The Springer abstract says the discriminatory measures were most often viewed as designed to deflect onto Jews the mass grievances and political protests threatening the regime, which is the state scapegoating Jews rather than Jews causing unrest.[5]

Contradicts. The May Laws and post-1881 restrictions followed pogroms that were set off by an assassination spuriously blamed on Jews, and were framed as temporary measures to end the pogroms, undercutting the claim that Jewish revolutionary violence was the reason.[3]

Contradicts. The Protocols of the Elders of Zion were fabricated by the Okhrana to discredit revolutionary forces hostile to Tsarist rule, and the broader anti-Jewish scapegoating of the era is described as a hoax-driven blame narrative.[1]

Context. Some sources report that the state did invoke Jewish economic exploitation as a justification, and some historians (the 'new school') argue antisemitism was not the state's main motive, so the economic rationale is partly present in the record but is not shown to be the cause the claim asserts.[4][6]
