No source measures how often American election officials fail to ensure only qualified voters vote, so the 23% figure cannot be checked. The closest figures (a 22% voter-roll match failure rate in a 2008 Wisconsin audit, and a 20% task-failure rate in a 2026 Texas survey) measure different things, and the claimant's own passage cannot corroborate the claim.

… Well, I really hope that John Sarcone will follow through on the idea that we've spoken about many times. Doesn't mean that I have a magic wand to make it, you know, suddenly appear as an indictment, but really, when election officials who are supposed to be the guards of this system you know, they're supposed to be the ones who make sure that only qualified voters vote in American elections when they fail at a 23% rate, that's not a clerical error. What we found

Context. A 2008 Brennan Center report describes a 22% match failure rate in a Wisconsin Government Accountability Board voter-roll audit. This concerns database matching during registration, not a national failure rate for ensuring only qualified voters vote.[2]

Context. A 2026 Shorenstein Center Texas report finds 20% of potential voters were unsuccessful at an election-administration task. This measures voter difficulty, not election officials' failure to keep unqualified people from voting.[3]

Context. A Congress.gov study of 2016 jurisdictions found very few noncitizens voted, which bears on the broader topic but does not address a 23% failure rate.[1]
