As of 2026-07-30, the figure of over 250,000 has no reliable support as a nationwide count: it originated in a DHS claim covering only four states, with no published methodology, which PolitiFact and FactCheck.org flagged as unsupported and likely highly inaccurate.

This claim is about the present, so it is judged as of the day it was checked.

What was said

… These people are here. They are getting driver's licenses. They are getting CDL's. They are flooding your DMV's and your schools and your hospitals, and many of them are registered to vote in just four states. We know that over a quarter of a million illegals are on the voter rolls. That's unacceptable. There shouldn't be one. I don't care how many are even voting, they should not be on our voter rolls, and they should not be counted in our census. So Spain is a warning of Christmas Past and Christmas Future. …

What we found

Contradicts. Reuters, reviewing official records, found that states may have mistakenly added about 30,000 self-declared non-citizens to voter rolls since 2000, a figure far below the claimed quarter-million.[1][5]

Contradicts. PolitiFact and FactCheck.org found the 250,000 figure unsupported: DHS gave no methodology, the count covered only California, New Jersey, Nevada and Pennsylvania, and experts warned that such lists are often much smaller once vetted.[2][3]

Contradicts. The administration's California figure was reduced from over 190,000 to 20,000 by the time of a Justice Department lawsuit, and state officials have pushed back on the federal lists as unreliable.[4][6]

Context. DHS Secretary Mullin later claimed in late October that more than 300,000 noncitizens had been flagged, but he said he could not say how many had voted, and ProPublica found few noncitizen voters had been referred or charged.[7][9]

Context. The claim also conflates 'noncitizens flagged on rolls' with 'illegal immigrants on rolls'; the sources do not establish citizenship status and legal status for these individuals beyond the disputed federal lists.[8]
