No source gives a 10% share. The sources that address the GDP share put it at about a quarter (Springer, 'approximately a quarter of GDP') or about 20% (Hoover, 2008), and the budget share runs 16–28%.

… unemployment, whatever it is, uhm, to make sure that Kiev, no matter what happens, does not join NATO and maintains a neutral point of view in terms of foreign policy, and of course, the previously very brisk and profitable trading in many things. I mean, Russian economy domestically maybe 10% of it, uh, is based on oil and gas. That's far less than Norway or even Canada. Um, but, but that's really been the goal from the beginning. Contradicts. Springer's chapter on energy and the Russian economy states that oil and gas still provide approximately a quarter of GDP, roughly two and a half times the claimed 10%.[3]
Contradicts. A 2008 Hoover analysis puts oil and gas at about 20 percent of Russian GDP, still well above the claimed 10%, though that figure is dated.[4]
Contradicts. Russian oil and gas revenues are projected at 3.3% of GDP in 2026, falling to 2.7% in 2029. This is a revenue measure rather than an economic-output share, but it also does not reach 10%.[5]
Context. Measures of oil and gas dependence vary: budget shares run from about 16% to 28%, and the Russian government cites about 25%. The sources do not give a 10% figure on any measure.[1][2][6][7][8]
