The sources show Russia's federal revenue rising from about 19.6% to 20.4% of GDP in 2004 and to 23.6% in 2005, and the 2004 surplus rising from 1.7% to 4.4% of GDP. None of these figures approaches a 300-400% increase, so the claimed magnitude is grossly overstated even though budget revenue did grow.

What was said

… Russian oil was not benefiting Russians at all. It went to Shell, BP, the typical groups of people, and by saying that Russian resources belong to Russia, he was automatically marked for death. So right afterwards, the Russian national budget went up by 300 to 400% very quickly. You know, he was the leader of the national revolution by this point. Between 92 and 95, for example, what functioned as a state was essentially at the mercy of the IMF and foreign advisors. …

What we found

Contradicts. Bank of Russia data show federal budget revenue rose only 0.8 percentage points of GDP in 2004 (to 20.4%), and the federal surplus rose from 1.7% to 4.4% of GDP, far below a 300-400% increase.[1]

Contradicts. World Bank data show federal revenues reached 23.6% of GDP in 2005, exceeding 2004 by 3.1 percentage points of GDP, which is a rise of roughly 16% as a share of GDP and about 49% in nominal rubles (3,426 to 5,121 billion).[2]

Contradicts. IMF staff data show federal government revenue at 14.8% of GDP in the 2004 budget against 16.7% in 2003 and federal expenditures falling as a share of GDP, which does not support a 300-400% jump.[3]

Context. The claim's wording is vague, and the sources do not give a directly comparable pre-2004 ruble budget total, so the exact 300-400% figure cannot be checked line by line. The record still shows only modest growth, which the claim overstates by a wide margin.[1][2][3]
