The sources contradict the claim's economic-development element: Ukraine's GDP per capita is roughly double Ghana's and several times Mali's on both nominal and purchasing-power measures (IMF PPP: Ukraine $22.44k, Ghana $9.12k, Mali $3.66k). No source addresses the corruption comparison, and the claim faithfully paraphrases the passage's 'Ghana or Mali' comparison without adding new content.

… Whether it be state-owned or Jewish private-owned, it doesn't make any difference. They function in the same way, and I think, don't quote me on this, but I think the Nukazaria idea has collapsed, given the obvious Russian victory in Ukraine, because Ukraine has long since been a fourth world country. It's about at the same level as Ghana or Mali in Africa in terms of corruption, in terms of the economy. No one wants to live there. So, when the Russians took over Chechnya and the eastern part of Ukraine with these referenda, the point was that even if you were pro ukraine in Crimea, you don't want to live there. …

What we found

Contradicts. IMF World Economic Outlook data shows 2026 PPP GDP per capita of about $22.44k for Ukraine versus $9.12k for Ghana and $3.66k for Mali, so Ukraine is far above both on economic development.[1]

Contradicts. Orbis and countryeconomy.com list Ukraine's GDP per capita at $6,519 against $3,271 for Ghana and about $1,238 for Mali, with Ukraine's purchasing-power figure at $21,007 versus $8,609 and $3,482 for those countries.[2][3]

Context. Trading Economics and FRED report Ukraine's GDP per capita in different units and bases (constant 2015 USD and current USD), but none of them contradicts the finding that Ukraine is well above Ghana and Mali. Ghana and Mali are not compared directly in these sources.[4][5]

Context. No source addresses the corruption comparison between Ukraine and Ghana or Mali, so that element is not graded. The OECD report on Ukraine's economy and anti-corruption reform is about policy and does not compare Ukraine with these countries.[6]
