The claim that American aid pays the entire Ukrainian budget and all government offices is contradicted by the sources, which show that foreign financing in general, and the EU and multilateral lenders in particular, fund civilian spending, with the US as only one donor.

This claim is about the present, so it is judged as of the day it was checked.

What was said

… There was never any attempt to overthrow the Ukrainian government, which is not really Ukrainian and is certainly not independent, to get Russian-speaking areas out of that hellhole. You have no functional economy, you have a worthless currency, the entire budget, all government offices are paid by American aid. It's like, it's like a real big Albania, you know. That's, that's the main situation. Now salaries are being paid by the, um, by the American taxpayer. …

What we found

Contradicts. The same tracker names the EU's large €90bn loan as crucial in 2026 and the ERA programme and IMF as main sources, so the financing is not American aid.[5]

Contradicts. The Ukrainian Ministry of Finance table lists donors including the World Bank, EU, IMF, UK, Japan, and Norway, with the US at about 11.98bn among them, showing the US as one of many donors rather than the entire source.[6]

Contradicts. The KSE tracker reports 2026 inflows dominated by the Ukraine Support Loan, ERA, the Ukraine Facility, and World Bank financing, with US grants a small part of Q2 grants alongside Japan, Canada, and the UK.[7]

Contradicts. Official US sources (CRS, GAO) show the US provided about $30–45bn in direct budget support over 2022–2024, a large but partial share, and the WSJ reporting says donor nations collectively paid salaries.[1][2][3][4]

Supports. The Centre for Economic Strategy tracker says Ukraine finances all civilian state budget expenditures with foreign financial assistance, so the broad point that foreign aid funds the budget has some support.[5]

Context. Domestic revenues have gone largely to defence since the full-scale invasion, so civilian spending depends on foreign aid, but the claim's attribution to American aid specifically is not supported.[5]
