Sources confirm that German reparations were a major and arguably the largest single source of Israeli capital revenue from the early 1950s, and that the 1951 claim and 1952 agreement were tied to Israel's economic distress. However, sources also show American grants were guaranteed and substantial alongside reparations, so the claim that survival depended on reparations alone overstates the record.

What was said

… because there's really nothing there and they were, you know, there's an absence of modern infrastructure, but they completely botched the development of a capital base by essentially practicing a variant of Marxist-Leninist economic planning. You know, uhm, so really, for the first, really from 1951 onward, Israel had only survived, only the German reparations, and I mean, there was, there was, there was substantial American subsidies and organized Zionist NGOs. Um, but, uh, the the crux of Israel's capital, uhm, revenue was, uh, was German reparations. …

What we found

Contradicts. The same cabinet record describes the American aid grant as guaranteed for the current and next year, and says reparations alone would not suffice, indicating that American aid was an equally necessary component rather than reparations being the sole basis of survival.[1]

Supports. Israeli Finance Adviser David Horowitz told the cabinet that reparations from Germany were the sound source of financing that could bring hundreds of millions of dollars, beyond the American grant.[1]

Supports. Reparations were a large transfer: West Germany committed to about three-quarters of a billion USD in goods and services over 12 years, and the payments were credited with reviving the Israeli economy in the early 1950s.[2][3]

Context. The agreement was signed in September 1952 and entered into force in March 1953, while the 1951 claim was a negotiating step; the claim's 1951 start date is a framing of the negotiation period rather than the date of actual payments.[4][5]
