The claim is a misreading of the record. The Bank of Israel's 15% figure, as reported in Vox and Wikipedia, refers to the share of Israel's GNP growth over 1953–1965 attributed to reparations-funded investment, not to 15% of annual GNP, and the reparations were paid by West Germany to Israel rather than 'owed' from Israel.

What we found

Contradicts. Wikipedia states the Bank of Israel credited reparations with about 15% of Israel's GNP growth and 45,000 jobs over the 12-year period, which is a different measure from 15% of annual GNP.[2]

Contradicts. Vox, quoting the Bank of Israel, says the reparations 15 percent figure was attributed to growth, and calls it a tiny fraction of Germany's total reparations payments, with GNP tripling over the agreement's 12 years.[1]

Contradicts. Reparations were payments from West Germany to Israel (about 3 billion marks over fourteen years, roughly $714 million), not a charge Israel owed, so the 'owed directly' framing is inverted.[2]

Context. The EH.net history says reparations were one of several capital inflows, alongside US aid and Israel Bonds, and the total resources available were about 25% above GNP; no source gives reparations as a share of annual GNP.[3]
