What we found

Context. The Joint Economic Committee report, as covered by Healthcare Dive and WSJ, finds Part B premiums rose by about $212 per enrollee in 2025 because of Medicare Advantage overpayments, totaling $13.4 billion. This measures premium inflation, not individual overpayment of $2,000 or more.[1][2]

Context. NCOA's 2026 open-enrollment article cites KFF's finding that 69% of beneficiaries do not compare coverage options, which may mean they pay more than necessary, but it gives no figure for the share overpaying by $2,000 or more.[3]

Context. A 2026 eHealth survey and TSCL survey report dissatisfaction with Medicare costs (42% and 41%), which are different measures from the claimed overpayment share.[4]
