The Heritage Foundation's voter fraud database does list only about 1,000 proven cases over decades, which sources like Politifact, the BBC, and the Utah study cite as evidence that fraud is rare. However, the database is a non-comprehensive sampling of prosecutions rather than an investigation, and no source shows Heritage itself concluding that fraud is minuscule.

… That is a lie. That is a lie. Uh, foreign countries send observers to observe our elections because voter fraud is so minuscule. Even the Heritage Foundation, which I believe the Heritage Foundation's book Project 2025 is a modern day mine comp that's what I think. I think the Heritage Foundation are Nazis even they did their own investigation into voter fraud, and surprise, surprise, they found very little, minuscule instances of it. Contradicts. Heritage's own map describes its cases as 'a sampling' that is 'not comprehensive,' so it is not a systematic investigation that measured total fraud and found it minuscule.[2]
Supports. Heritage's database lists roughly 1,071 to 1,088 proven fraud instances over decades, which the BBC and the Utah study describe as very small, and Brennan says it is a molecular fraction of votes cast.[1][3][4][5]
Supports. Utah Valley University's study cited Heritage's database and found only 51 Utah cases from 2000 to 2019, with 'no evidence of significant or widespread fraud.'[6][7]
Context. Brennan Center analysis argues the database substantially inflates fraud through duplicates and tangential cases, and says the database shows fraud is rare, which is the critics' reading rather than Heritage's stated conclusion.[4]
