The Heritage Foundation's voter fraud database records many proven fraud cases (about 1,333 to 2,276 depending on the period), so it did not find none. The sources also say those cases are rare relative to total votes, which is a different point from finding none.
What we found
Contradicts. Heritage's voter fraud database has documented proven instances of voter fraud, including 1,513 cases per Snopes and 1,333 per PolitiFact, which contradicts the claim that Heritage found none.[1][2]
Contradicts. Heritage's database found 2,276 instances of fraud nationwide from 2000 to 2019, including 51 in Utah, as reported in a Utah State study and by the Deseret News.[5][6]
Contradicts. The Heritage database tallied 325 convictions for fraudulent use of postal ballots over 20 years and 24 non-citizen voting convictions from 2005 to 2025, per BBC.[4]
Context. Brookings, Brennan Center, and other analysts say the Heritage-recorded fraud is small relative to hundreds of millions of votes, so the claim that fraud is widespread is not supported. That is a separate point from whether Heritage found any fraud at all.[1][3][7]
Context. The claim's wording ('a study') is loose, since Heritage maintains a case database rather than a single study; the core assertion that it found no fraud is the issue.[8]
