The claim that Democrats let 25 million people enter illegally across the southern border is contradicted by the sources' encounter data. FactCheck.org's tier-1 figure is about 7.38 million Border Patrol encounters over the entire Biden administration, and BBC reports roughly 8 million southwest-border encounters since January 2021, so 25 million is roughly three times the record.

What was said

… The last time the radical Democrats had power, they gave us the worst inflation in American history, the highest energy prices in American history, the worst trade deficit in American history, and they allowed 25 million people to pour in illegally into our borders from the southern border. They came from all over the world, turning Arizona into a dumping ground for illegal aliens. I heard somebody said that the great Sheriff Joe Arpaio might be here. Is that true? He's a legend. Joe, are you here? Joe, is he here? He is great. He was here. …

What we found

Contradicts. FactCheck.org reports that Border Patrol encountered 7,383,107 people attempting to cross the border illegally over the entire Biden administration, with about a quarter of FY2020–2021 encounters being repeat offenders.[1]

Contradicts. BBC reports that since January 2021 there have been about 8 million encounters over the southwest land border, and it notes that encounters are not a count of individuals who stay in the US and that people can be counted multiple times.[2]

Contradicts. A fact check cited by CiberCuba states that the 25 million figure is not supported by official records and that Trump has progressively raised his estimates.[3]

Context. Other estimates are far below 25 million: an unrated analysis puts the possible 2021–2024 illegal entries at up to 6.4 million, and a Star-Telegram fact check examined competing 11 million claims for the Biden years.[4][5]
