The sources do not establish that the Democracy Communication Collaborative (DCC) published a resource set for NGOs to move people along a change curve to pro-democracy action as of 2026-08-11. The passage never names DCC; the claim adds that organization, so it departs from the passage. The only DCC-related source describes a funder-facing guide, which is a different audience.

This claim is about the present, so it is judged as of the day it was checked.

What was said

… You're trying to build that rapport, build that relationship, get to where with, so, so, so and again, I didn't say that in this show, but this is not intended for, like, individual audiences. This document, this set of resources, it's intended for NGOs and other kind of trusted authorities who are trying to battle the dangerous disinformation and misinformation. This is plans for effectively organizations or associations, NGOs. This is intended for them to be able to go out and, in the course of their work, move people along the change curve to pro-democracy action. So, when you're trying to connect with your connect personality types, you can approach something like, "Every voter deserves to make a fair chance to make their voice heard." …

What we found

Context. A Democracy Funders Network page says a guide on audience-first communications was produced by 'DCC's staff of communications experts' and is aimed at democracy funders, not NGOs.[3]

Context. The passage refers only to 'this set of resources' for NGOs and 'trusted authorities' and never names the Democracy Communication Collaborative or ties the resources to it, so attributing them to DCC is an extraction addition.

Context. Other sources (Brookings Democracy Playbook, Full Fact, Democracy Narratives Alliance brief) discuss NGO-directed democracy and anti-disinformation work but do not mention DCC or a change-curve resource set.[1][2][4]
