The DOJ did announce that it identified about 405 people (more than 400) it says are non-citizens who registered and voted in Washington, as of 2026-10-27. However, Secretary of State Steve Hobbs called the federal list unreliable and said a preliminary review found it included U.S.

What we found

Contradicts. Secretary of State Hobbs said a preliminary review showed the federal list was unreliable and included U.S. citizens, calling the request unfounded and illegal without individualized proof.[3]

Supports. The DOJ's own release and a letter to Secretary Hobbs say the department identified more than 400 people, later given as 405, whom it says are non-citizens registered to vote and who cast ballots in past Washington elections.[2][4][5][6]

Context. Many of those on the DOJ list are lawful permanent residents (green card holders), who are not citizens and cannot vote, according to the department's account.[2][7][8]

Context. Reuters notes that multiple state audits and independent studies have found voter fraud, including by noncitizens, to be very rare and not to have affected election outcomes.[1]
