No source identifies anyone named Theodore Mounds as Bavaria's Minister of Education and Culture. The Institut für Zeitgeschichte source says the ministry was led from 1957 to 1964 by Theodor Maunz, a jurist tied to Nazi-era legal writings, so the claim's name appears to be a misidentification of a different person.

Contradicts. The Institut für Zeitgeschichte states that the Bavarian Kultusministerium was led from 1957 to 1964 by Theodor Maunz, not by anyone named Mounds.[4]
Context. The Kultusministerkonferenz page currently lists Anna Stolz as Bavaria's Minister of State for education and culture, so no source places Mounds in that office.[5]
Context. The Full Fact, Reuters and PolitiFact sources do not address Theodore Mounds or Bavarian ministerial posts, and the remaining sources are login or navigation pages with no relevant content.[1][2][3][6][7][8]
