The only source that directly reports Texas's outbound destinations for 2024 (Texas Relocation Report) lists California and Florida as tied at roughly 45,000 movers each, with Oklahoma third at 28,000, so California is at most co-leader rather than clearly the number one destination.

… Texas leads with more people moving to our state from other states than any other state, and more people come from California than any other state. However, what people don't know, there are people who move away from Texas every year. The number one state they move to is California, and they're not, I know for a fact, businesses are not moving from Texas to California. If they're moving to California, it's because they like the government out there. So we have a big exchange program going on. …

Contradicts. The same report puts California and Florida at about the same level, so California is not shown as the single number one destination; the 'number one' framing holds only within rounding of a tie.[1]
Supports. The Texas Relocation Report (2024 data) says California and Florida were the top destination states for people moving out of Texas, each with approximately 45,000 movers.[1]
Context. USAFacts (2024 data) lists Texas-to-Florida as a 45,300-mover route and places California-to-Texas as the busiest domestic route, but it does not give a Texas-outbound destination ranking that settles which state is first.[2]
Context. Other sources cover inbound migration to Texas or outbound migration from California and do not address which state is the top destination for people leaving Texas.[3][4][5][6][7][8]
