Authoritative sources contradict the claim: Minnesota's Secretary of State states that only U.S. citizens can vote there, and PolitiFact and MigrationPolicy report that no state allows noncitizens to vote in statewide elections, including New York. The only exceptions are a few local elections in certain California municipalities, and the sources do not address Illinois at all.

Contradicts. The Minnesota Secretary of State states that only U.S. citizens may vote in Minnesota elections, including local ones, and that green card holders are not eligible.[1]
Contradicts. PolitiFact rated the claim that illegal immigrants can vote in New York as False, reporting that only U.S. citizens may vote in New York statewide and national elections.[3]
Contradicts. MigrationPolicy reports that noncitizens are barred from federal and statewide elections and that no state permits noncitizen voting in statewide elections.[4]
Contradicts. The DOJ indicted ten noncitizens for illegally voting in Minnesota, which treats such voting as a crime rather than a permitted activity.[2]
Context. A few municipalities in California (and in Maryland, Vermont, and D.C.) allow certain noncitizens to vote in specific local elections, which is the only partial kernel of the claim.[4][5]
Context. No source addresses whether Illinois permits migrant voting, so that element is not directly graded.
