Supports. The Nation (January 2025) counts 22 localities that already allow some form of noncitizen voting, including San Francisco and Oakland, and Snopes (October 2026) notes San Francisco and D.C. allow noncitizens to vote in some local elections.[2][4]

Supports. A Daily Republic report dated 2026-11-02 says 21 local governments in California, Maryland and Vermont, plus Washington, D.C., have allowed noncitizens to vote in certain local elections, such as school boards.[6]
