Multiple reliable sources, including The Hill and USA Today, confirm that Sen. Jon Ossoff said at an Aug.
What was said
… Cut one: "Watch the Lincoln fight his war while he fruitlessly drains our munitions and oil reserves. The president sleeps through his meetings. He golfs, trade stocks. See, he doesn't want to do the job. He wants to build his ballroom and travel with Natalie on their apparently defenseless flying palace, gifted by the Emir of Qatar. Fly with Natalie." Now, perhaps you heard that and you thought, "What is he talking about? Fly with Natalie? What is this nonsense? What, what is just just making crap up? Fly with Natalie." …

Supports. The Hill reports that Ossoff said at a Sunday rally in Atlanta that Trump 'wants to build his ballroom and travel with Natalie on their apparently defenseless flying palace gifted by the emir of Qatar.'[2]
Supports. USA Today quotes Ossoff's rally remark verbatim, including 'He doesn't want to do the job' and the 'flying palace gifted by the Emir of Qatar' line, and identifies the woman as Trump aide Natalie Harp.[5]
Supports. Snopes, rated tier1, states that Ossoff criticized Trump with the 'travel with Natalie on their apparently defenseless flying palace' statement, referring to White House aide Natalie Harp.[1]
Supports. The Atlantic and Vox both quote Ossoff's remark with the same wording, and the Independent and Yahoo report it as well, so the statement is consistently attributed across outlets.[3][4][6][7]
Context. Ossoff's remark was a reference to Trump and Harp boarding an alternate plane after leaving a NATO summit in Turkey, in place of the original Air Force One; the 'flying palace' phrase describes that aircraft.[2][4][8]
