Multiple sources describe a video showing Klobuchar holding and waving an upside-down American flag at a rally with Minnesota's Somali community, so the core claim is supported. The footage is from 2017 (a Somali presidential election celebration), not a current event, and the claim's omission of that date does not change its truth.

… this one was not easy. He was a nasty guy. But you know what he was smart. He loves your state. he's actually got a great heart. Loves America, too, you don't hear a single Democrat campaigning because they love America, waving the American flag, in fact, Amy Klobuchar went to a Somali rally in Minnesota, where the the American flags were upside down, and she, she waved an upside down American flag. Supports. Joe Messina's report describes a 2017 video of Klobuchar at a rally with Minnesota's Somali community in which she holds an American flag upside down and waves it.[4]
Supports. The Blaze reports a resurfaced video of Klobuchar at a 2017 Somali community event where someone hands her an upside-down U.S. flag and she waves it haphazardly, saying 'Very good!'.[7]
Supports. RedState and Townhall both describe the same resurfaced video of Klobuchar at a Somali rally with an upside-down American flag, and RedState notes it is from 2017 and was circulating as if current.[5][6]
Context. Axios, in a piece on a different candidate's flag video, notes that Klobuchar was handed one flipped flag that others in the crowd were also waving, which is consistent with the core claim.[8]
Context. The sources are mostly partisan or aggregator outlets that trace back to the same resurfaced clip, and none of the tier1 sources (AP, Lead Stories, PolitiFact) directly addresses this video, so confidence is moderate.[1][2][3]
