Ukraine did not repeal its restriction on foreign purchases of farmland: the October 2026 U.S. State Department and KSE sources say foreigners may still only lease agricultural land, with any change left to a future national referendum. AAP FactCheck rated the same claim false in 2025, and the 2020-2021 reforms lifted the moratorium only for Ukrainian citizens and domestic companies.

What was said

… Stavropol is, well, was, you know, then was the largest granary in Russia, 50 million tons of grain yearly, and, of course, they don't want the attention, but, you know, media blackout was only ruptured in Russia itself, and it's one of the reasons that the Jewish president of Ukraine had to repeal the law that you can't sell Ukrainian farmland foreigners, and, you know, that was kind of ignored to begin with, but now it's official. What we found

Contradicts. The U.S. State Department's 2026 investment climate statement says Ukraine restricts foreign individuals and companies from owning agricultural land, and foreign nationals may only lease it, with a national referendum to decide any future change.[2]

Contradicts. KSE's 2026 report states that foreigners and companies with foreign capital are currently not allowed to buy farmland, and that the market is open only to Ukrainian citizens and domestic legal entities.[3]

Contradicts. AAP FactCheck rated the claim that Ukraine allowed foreign farmland purchases 'False,' noting that Ukrainian law forbids foreign ownership of agricultural land and that a cited article did not support the claim.[4]

Contradicts. A 2026 Rosa Luxemburg Foundation publication says the government plans a farmland market only for Ukrainian citizens, so the foreigner restriction has not been lifted.[5]

Context. The 2020-2021 reform that Reuters and the presidential site describe lifted the land-sale moratorium for Ukrainian citizens (up to 100 hectares from July 2021) and legal entities from 2024, but expressly kept foreigners out and deferred that question to a referendum.[1][6]
