Sources show the Nazi regime seriously pursued the Madagascar Plan in 1940-41, and Eichmann's report and an official Nazi document describe it as a giant ghetto on the island. The claim's core holds, though sources also say the plan was never implemented and was later largely replaced, and they do not directly address whether it was the regime's favored option.

What was said

… That's that ridiculous, you know, the Madagascar Plan, which really had legs until 1943, because the year 1942 changed everything, uhm, in terms of political and military developments. What we found

Supports. Encyclopedia.com states that Eichmann prepared a detailed report on Madagascar, proposed evacuating 4,000,000 Jews there, and advocated a 'police reserve' as a giant ghetto ('Gross-Getto').[2]

Supports. The French Wikipedia article quotes SS Security Service official Rademacher's 1940 report: 'La solution Madagascar signifie la création d'un immense ghetto' (the Madagascar solution means creating an immense ghetto).[3]

Supports. The BBC describes the Madagascar Plan as the Nazi plan to deport all Jews under German rule to the French colony of Madagascar, a 'territorial solution' designed to address the 'Jewish question'.[1]

Context. The BBC notes the plan was rendered unworkable while Britain's Royal Navy controlled the seas, and was largely replaced by later territorial schemes; the German Wikipedia article likewise says it was never implemented.[1][4]

Context. A 2025 academic article argues the plan was a serious Nazi project with contested links to genocide, but it does not dispute that the Nazis planned an island ghetto for Jews.[5]
