What we found

Supports. Ukraine's Foreign Intelligence Service reported that Crimea's head Sergey Aksyonov announced preliminary agreements with Chinese business on Kerch seaport and Lake Donuzlav infrastructure, with CSCEC among the expected builders.[2][3][4][5]

Context. Coverage of the June 2025 report is largely repetitive and traces back to the same intelligence statement, so it is not independent confirmation that work proceeded.[3][4][6]

Context. Reporting on Chinese presence in occupied Ukraine focuses mainly on Donbas, with Crimea mentioned mainly as a 2013 Chinese memorandum that was suspended after 2014.[7][8]

Context. Fact-checkers in the sources address a Crimea fuel-queue image and do not address Chinese infrastructure involvement.[1]
