Multiple sources report that State Department officials, including Secretary Rubio and a State Department witness testifying to Congress, said KPMG was hired to audit or track Venezuelan oil revenue spending, which supports the claim as of September 2026.

This claim is about the present, so it is judged as of the day it was checked.

What we found

Supports. Just Security reports that in June Rubio said KPMG had been hired to audit the funding and track how it was being spent, and that KPMG was being paid from the seized Venezuelan money.[4]

Supports. The Caracas Chronicles reports that the State Department said in April that KPMG was hired to produce quarterly audits of how Venezuelan oil revenues are being spent.[5]

Supports. The Council on Foreign Relations report says that in mid-April a State Department witness told Congress about an accounting firm (the KPMG reference is cut off in the excerpt), consistent with the hiring claim.[2]

Contradicts. No source contradicts the hiring itself, but several sources note that no KPMG audits or accountings of the Venezuelan funds had been published as of the reporting dates.[2][5]

Context. The 2020 Treasury OIG report and the KPMG Australia Reuters story concern different KPMG engagements and do not address the Venezuela audit.[1][3]
