The 54% figure and the 86 transfers appear consistently in the FBI-sourced Fox News reporting and the hearing transcripts, but the sources measure the increase over Patel's first 18 months against the last 18 months of the Biden administration, not as a 2025 year-over-year increase.

Contradicts. Fox News reports the 54% FTOC increase compares the period against the last 18 months of the Biden administration, and the 86 FTOCs are the total for that 18-month span, not a calendar-2025 increase.[1]
Supports. Multiple transcripts of Director Patel's FBI oversight hearing state that the FBI executed 86 foreign transfers of custody, a 54% increase for perps captured overseas.[2][3][4]
Context. The Yahoo version of the Fox report attributes the 54% figure to the FBI itself, and no independent dataset in the sources verifies the FTOC count or the percentage change.[5]
