Supports. Fox News Digital, citing FBI data it obtained, reports that FTOCs (foreign transfers of custody) were up 54% over the last 18 months of the Biden administration, with 86 executed.[1][2]
Supports. FBI Director Kash Patel's official X account states that there were 86 Foreign Transfers of Custody, up 54%, and the same figure appears in his September 2026 congressional testimony.[3][4][5]
Context. The figure is an FBI self-reported statistic, with no independent audit or fact-check in the sources. The comparison period is 18 months versus the prior 18 months, not calendar 2025 as the post's wording implies.[1][3]
Context. A separate Cambodia-focused report repeats the 54% figure attributed to FBI official Stephen Flores, but this is the same FBI-sourced number and adds no independent confirmation.[6][7]
