Multiple reliable sources report that every Senate Democrat voted against advancing the Stop Insider Trading Act, a 53-47 vote short of the 60 needed, and that the bill included a photo voter ID provision.

What was said

… Last night, we went on the floor. The House has passed a bill that would ban insider trading and give basic voter ID as a requirement for national elections. These are 99 1 issues. Most Americans agree with these things. The Democrats blocked it for the second time in a row, and worse yet, we said, hey, let's put it up for a vote. Let's just let the vote happen, and the threshold should be 60, so we're not asking to change Senate rules, and the Democrats blocked that. They wouldn't even allow a vote on this issue, which bans insider trading. What we found

Supports. Reuters and Politico report the Senate blocked the bill 53-47, short of the 60 votes needed, with Democrats refusing to provide the votes.[1][5]

Supports. CBS News reports the vote fell along party lines and that the bill would prohibit lawmakers, spouses and dependent children from purchasing publicly traded stocks.[6]

Supports. Reuters and Lead Stories report the bill included a voter photo ID provision applying to federal elections, which Democrats objected to.[1][2]

Context. Snopes and AP note that Democratic opposition reflected mixed motives, including the bill's loopholes and the voter ID provision, so the reasons for the block are contested even though the block itself is not.[3][4]

Context. The bill's stock ban covers members and their families buying stocks rather than insider trading broadly, so 'ban insider trading' is a label difference rather than a contradiction of the core assertion.[1][2]
