Sources support that Musk reportedly ordered the Starshield/Starlink speed restriction in Ukraine, and that Zelenskyy linked the disruption to civilian deaths generally. No source ties the death of the one-year-old girl in a Kharkiv park to that restriction, and the one source describing her death (a tweet quoting Zelenskyy) attributes it to a Russian Shahed strike.

What was said

… The question that I have for Alex is, is this: You know, you played that Botto clip at the beginning, where he talked about the death toll, uh, due to the DOGE cuts that Elon Musk brought on, and we were talking a little bit about Starshield uh in Ukraine. Everyone saw that 1-year-old girl in a stroller in a park in Ukraine, who was a direct her death was a direct result of what Elon Musk, now, according to The Wall Street Journal, was responsible for with the Starlink and the Star shield thing. My question is, on the basis of what you know about Elon Musk as a human being, would the phrase, You have blood on your hands, Elon Musk, would that mean anything to him, or would that be a phrase that he would just not compute in his moral calculus? …

What we found

Contradicts. The only source describing the girl's death attributes it to a Russian Shahed drone strike in a Kharkiv park, and it is an advocacy post rather than reporting on a Starlink link.[5]

Supports. The Wall Street Journal reported, and PBS says Musk admitted, that Musk ordered the Starlink/Starshield slowdown in Ukraine, though the White House's role remains disputed.[3][4][6]

Context. Zelenskyy said the restriction reduced Ukraine's ability to shoot down drones, and PBS reports he indicated the disruption contributed to civilian deaths in general terms, without naming the girl.[4][7]

Context. Snopes and Reuters say responsibility for the restriction itself is unproven or disputed, which further weakens any direct chain from Musk's action to this death.[1][2]
