Two independent 1982 reports (NYT and UPI) say Oakland County Probate Judge Norman R. Barnard declared Hoffa legally dead in a hearing in early December 1982, and later references agree.

What was said

… Others claim he changed his identity, fled the country. In my best selling book, Killing the Mob, we chronicle the disappearance of Hoffa. Here are the facts: various scenarios have been portrayed in books and movies, but the FBI has never solved the case. In December 1982, a Michigan judge declared Hoffa legally dead, despite the absence of a corpse. To this day, the fate of Jimmy Hoffa remains unknown, but we believe here the mob murdered him, chopped him up, and threw him away. Back in a moment. What we found

Supports. The New York Times report dated December 9, 1982 says Judge Norman R. Barnard of the Oakland County Probate Court officially pronounced Hoffa dead at a hearing that week.[2]

Supports. The UPI archive story from December 8, 1982 reports that Oakland County Probate Judge Norman R. Barnard declared Hoffa legally dead as of July 30, 1982, in a routine hearing.[3]

Supports. Wikipedia and Legal Clarity both date the declaration to December 1982 and identify the Oakland County, Michigan probate judge, consistent with the contemporaneous reports.[4][5]

Context. The sources describe the ruling as a presumption of death, since Hoffa's body was never found, which matches the passage's 'despite the absence of a corpse.' Some secondary sources give 8 or 9 December as the exact day, and an Indiana marker citation lists a September 1982 headline; these are minor date variations and do not affect the December 1982 timing.[1][6][7]
