The DOJ did compile and send Washington a list of 400+ people it says are non-citizens registered to vote, and it claimed about 1,500 votes cast by them, so those parts are supported as the DOJ's own assertions. However, Secretary of State Hobbs contradicted the list's reliability, stating it includes U.S.

A detail. The sources confirm the gist; the verdict faults a detail such as a date, number or wording.

What was said

… And I heard proof in that immigration attorney who has clients today. He individually can disprove what Steve Hobbs is saying. And so who do I believe: the Department of Justice, when they have a list they have compiled and they say these are definitively non-citizens who have registered or has somebody has registered in their name to vote, and ballots around 1500 times have been turned in under their names, or do I believe Steve Hobbs when he gives some, "Oh, our elections are secure, no big deal, only 15 times"? Clearly, I'm inclined to believe the Department of Justice, and there is something very easy that the Secretary of State's Office can do. …

What we found

Contradicts. Secretary of State Steve Hobbs stated in an Oct. 28 letter that the DOJ list 'includes United States citizens and is not reliable' and lacks individualized proof, directly disputing that the listed people are non-citizens.[3][5][6]

Supports. The U.S. Attorney's Offices in Washington state publicly announced a list of more than 400 people they say appear to be illegally registered to vote, and said they identified 1,500 votes cast by them in prior elections.[1][2][4][7]

Context. Reuters reports that multiple state audits and independent studies have found voter fraud, including noncitizen voting, is very rare and has not affected election outcomes.[2]

Context. The 1,500 figure is the DOJ's own count and the DOJ said it is only the 'tip of the iceberg'; no source independently verifies the ballot count, and the DOJ said it would seek to have those ballots set aside pending citizenship checks.[1][4][8]
