None of the provided sources records the American Council for Judaism formally protesting to Secretary of State Christian Herter about Israel claiming to speak for the Jewish people. The one source on Herter (a 1950s JTA item) concerns his resignation as a congressman from H.E.L.P., a different matter, so it neither confirms nor refutes the claim.

Our two reads of who says this, and how, disagree, so it counts as the post's own claim.

What we found

Context. A JTA item reports that Rep. Christian Herter resigned as vice-chairman of H.E.L.P., a group that included ACJ president Lessing Rosenwald, but it does not mention any ACJ protest to Herter as Secretary of State.[1]

Context. The ACJ-related sources (Wikipedia, the URJ 1957 resolution, and the JCFA article) discuss ACJ opposition to Zionism and the Jewish Brigade and its clashes with the Reform movement, but none mentions a formal protest to Herter or to any Secretary of State.[2][3][4]

Context. The ACJ's own homepage describes its mission against the idea of Judaism as a nationality, without addressing any specific protest.[5]
