The claim is the claimant's paraphrase of defense witness Zalewski's testimony, and the sources support the core point: Eichmann headed a deportation desk (IV B4) and handed deportees to the Einsatzgruppen, but operational control of the Einsatzgruppen sat with the RSHA and the Sipo/SD chain, not with him.

What was said

… Basically, the reason why, to be clear, too, Zelensky wasn't, he wasn't acting as a character witness or something. It was on a very specific issue. He was saying that, look, I was an Einsatzgruppe commander. Eichmann was an SD functionary, yeah, but he had no command authority over the security police on operational terms. So this idea that I was availed to the whims of a lieutenant colonel who outranked, who, essentially worked on the bureaucratic side of the algecine SS. Despite the fact that he had, you know, an SD patch on his uniform is laughable. …

What we found

Supports. Wikipedia's RSHA article states that operational control of the Einsatzgruppen was taken over by the RSHA in September 1939, placing command with the RSHA rather than with Eichmann.[3]

Supports. Eichmann's own trial testimony, as reported in the Aish Eichmann Files, says IV B4 was only about transport and that he was not authorized for everything, only his narrow area of responsibility.[4]

Supports. The Nizkor session transcript records defense counsel arguing that the accused was excluded from the Einsatzgruppen-related command chain, since reports came from the Security Police and SD commanders subordinate to Himmler's SS chain.[5]

Contradicts. The Houston Journal of International Law article says Eichmann had primary authority over Final Solution matters, was responsible for handing deportees to the Einsatzgruppen, and observed their operations and received reports; this shows involvement, though not operational command over the security police.[1]

Context. The Nuremberg transcript attributes Einsatzgruppen direction to Heydrich and Himmler through the RSHA, which is consistent with the claim that Eichmann was not their operational commander.[2]
