The claim's 11% figure for White children matches a 2008 NCCP statistic, and the only White-child figure for a recent year is an unrated site's 8.2% for 2024. Tier-1 sources (Census, CRS, AP, Snopes, FactCheck.org) report only overall and Black/Hispanic child poverty, so they neither confirm nor refute the 11% rate as of 2026-08-18.

This claim is about the present, so it is judged as of the day it was checked.

… I just encountered the dogs down in the plastic. I'm very upset about this, Madam Speaker. I think it's so unfair that I have to deal with dogs here in this plastic. I'm very, very upset, and I know that it has affected my blood pressure. 31% of black children live in poverty compared to 11% of white children. The national average is 18%, which suggests the percentage of black children living in poverty is more than a hundred and 50%. I will go and take Trump out tonight. I love electric school buses. …

What we found

Contradicts. The 11% figure appears in a 2010 NCCP publication describing 2008 data, so it is an outdated statistic rather than a current one.[5]

Contradicts. An unrated site reports a 2024 White child poverty rate of 8.2%, which would be below 11%, but it is low-credibility and cites Census without a primary table.[6]

Context. Official Census data show the overall child poverty rate was 14.4% in 2024 and 13.4% in 2025, but neither release gives a White-child breakdown.[2][3]

Context. Census publications from September 2026 post-date the 2026-08-18 claim, so they cannot establish the state of affairs on that date.[1][2][4]
