As of 2026-09-14, the Federal Ballot Mail Portal for submitting voter lists was not operational. ABC7 (Sept 3) reported the portal apparently still inactive, and the USPS statement (dated Sept 1) said the portal was still being finalized and would soon be made available, while AP (Sept 28) reported work on it had stopped after the Supreme Court ruling.

What we found

Supports. ABC7 (Sept 3, 2026) reported the online portal was apparently still inactive, and the government could not confirm to the court that the system was operational.[3]

Supports. A USPS statement dated Sept 1, 2026 said the portal was still being finalized and would soon be made available to election officials who voluntarily wished to use it, with verification procedures not being performed.[4]

Supports. AP reported (Sept 28, 2026) that after the Supreme Court rejected the effort, work had stopped on the government portal for voter rolls, which is consistent with it not being operational in mid-September.[1]

Context. The Federal Register rule states the Portal would become active only upon publication of the system of records, which was to occur on or after Aug 17, 2026 and was pending comment review.[2]

Context. A Reuters story from Nov 2, 2026 says USPS launched a portal at electionmail.org for local officials' ballot questions; this is a different portal and does not contradict the September status of the voter-list portal.[5]
