Multiple sources report that police were on scene at 1:02 p.m., including the Bend police spokesperson's account in the dispatch piece, ABC7, People, and the NYT live blog. Tier1 AP and Reuters reports say officers arrived within minutes of the 12:59 p.m. first call, which is consistent with 1:02 p.m.
