Trump is supported as the establishing figure: CISA was created by the Cybersecurity and Infrastructure Security Agency Act of 2018, which he signed on November 16, 2018. Bush's role is overstated, since the sources show only that its predecessor, NPPD, was formed within DHS in 2007 under his administration, not that he established CISA.

What we found

Contradicts. The primary CISA.gov record attributes CISA's creation to the 2018 act signed by the President and does not credit George W. Bush with establishing it.[1]

Supports. The CISA Act of 2018 was signed into law by President Trump on November 16, 2018, establishing CISA within DHS.[1][2][3]

Context. CISA was assembled from the earlier National Protection and Programs Directorate, which the sources say was formed in 2007 within DHS during the Bush administration, so Bush's link is indirect and predecessor-based.[4][5][6]
