USTR's official figure, repeated across the sources, is that the Section 301 action covers 99.4% of U.S. imports from 60 trading partners, so the figure holds on that coverage measure.

This claim is about the present, so it is judged as of the day it was checked.

What was said

… So, for those who've forgotten, Section 301 are supposed to be the tariffs for unfair trade practices. The July tariffs are once again on 99.4% of all imported goods, and these ones are nominally supposed to be about forced labor. There's, like, a whole, the thing about Section 301 tariffs is that you can't just impose them immediately. …

What we found

Contradicts. RBC argues that because of a long list of product exemptions the tariff rates will apply to only a minority of total U.S. imports, which contradicts reading the 99.4% as the share of goods actually tariffed.[4]

Supports. USTR's fact sheet states the action applies to the top 60 trading partners covering 99.4% of U.S. imports, and Reuters, Morgan Lewis, the Conference Board and Legal 500 report the same figure.[1][2][5][6][7]

Context. Reuters notes the duties cover 99.4% of imports but include numerous product exemptions, and the Thomson Reuters and Conference Board pieces describe the 99.4% as a country-coverage share before exemptions.[1][7][8]

Context. The tariffs took effect July 24, 2026, and the sources as of early October describe the 99.4% coverage figure consistently, so the claim's timing is accurate.[3][9]
