The sources confirm a 14-day temporary restraining order granted on August 27, 2026 in the new USPS rule cases, but none reports a formal preliminary injunction issued eight days later (about September 4). The only preliminary injunction in the record was Judge Talwani's August 11 order, which came before the TRO, so the claimed sequence is not supported.

What was said

… So it was final. We knew what it was going to look like, and it was therefore ripe to challenge. So on Wednesday, new lawsuits were filed by Thursday, the next day, Judge Tawani issued a temporary restraining order for two weeks, and, eight days after that, She issued a formal preliminary injunction, and that is where we currently stand. What we found

Supports. Reuters reports that Judge Indira Talwani issued a temporary restraining order on Thursday, August 27, 2026, blocking USPS from implementing core parts of its new mail-in ballot rule.[1]

Context. Joyce Vance's August 28 analysis and the October 31 court order describe the August 27 TRO as a 14-day order on the pending motions for preliminary injunctive relief, which would expire around September 10.[3][4]

Context. The preliminary injunction Talwani issued on August 11, 2026 preceded the TRO and was vacated on August 26 after the Supreme Court's Trump v. California ruling, so it cannot be the injunction 'eight days after' the TRO.[2][5][6]

Context. No source in the set reports a preliminary injunction issued in early September 2026 in the new USPS rule cases, and the November 2 AP item repeats the August 11 ruling rather than a later one.[7][8]
