The sources confirm that Vance made this statement on 2026-10-20 but do not measure what share of government-found fraud the False Claims Act covers, so the 99% figure is not directly graded.

Our two reads of who says this, and how, disagree, so it counts as the post's own claim.

This claim is about the present, so it is judged as of the day it was checked.

What we found

Context. Reuters reports that Vance said on Oct. 20 that over 99% of the fraud being found in the federal government isn't covered by the False Claims Act, and that the FCA typically pays whistleblowers 15% to 30% of recoveries.[4]

Context. Coverage of the remark (Vance's statement, which the report describes as a response to a question about a new 1% tipster program) repeats the statement without any data measuring what share of fraud falls under the FCA.[5][6]

Context. An opinion piece cites GAO estimates that the government loses $233 billion to $521 billion a year to fraud, and notes that FCA recoveries were about $6.8 billion in fiscal 2025, which suggests the FCA reaches only a small share of total losses. It also says a lawyer could pick the sentence apart, since most cases on the administration's fraud list involve federal programs the law was written to protect.[1][7]

Context. DOJ and GAO sources give FCA recovery totals and case-type breakdowns but do not state the share of government-found fraud that falls outside the Act, so the central 99% figure is not checked directly.[2][3]
