Multiple reprints of an EdSource report state that Oakland Unified had more than 1,300 new students arriving from other countries each year from 2017-18 to 2024-25, except 2020-21 during the pandemic, which matches the claim's core figure and 2020 exclusion.

Our two reads of who says this, and how, disagree, so it counts as the post's own claim.

What was said

… This follows an abrupt decrease in border crossings in early 2025. Shocker for anybody that might not have realized that. The decline has been particularly pronounced in some large urban districts already reeling from years of enrollment losses. In Oakland Unified, more than 1300 new students arrived each year from countries from 2017 through 2025, so it's 1300 new students each year, with the exception of 20 during the pandemic. In 2025, there was just 498 new immigrant students. That's almost a third of the students that have been year over year, but it gets, it gets even more shocking. …

What we found

Supports. EdSource, as reprinted by Just News from Center X, reports more than 1,300 new students arrived each year from other countries from 2017-18 to 2024-25, with the exception of 2020-21 during the pandemic.[1]

Supports. The Oaklandside article repeats the same figures: more than 1,300 new students each year from 2017-18 to 2024-25, excluding 2020-21.[2]

Supports. The EdSource topic page carries the same figures, confirming the 1,300-per-year and 2020-21 exception language.[3]

Contradicts. The most recent year, 2025-26, recorded only 498 new immigrant students, so the claim is inaccurate for 2025 if that label means the 2025-26 school year rather than 2024-25.[1][2]

Context. A December 2025 EdSource report describes a sharp statewide and Oakland decline in newly arrived immigrant students, consistent with the drop after 2024-25.[4]

Context. An Oakland newcomer count of 2,900 to 3,700 enrolled students across recent years measures total enrollment, not new arrivals per year, so it does not bear on the 1,300 figure.[5]
