Gates did give a 2010 TED Talk in which he said that vaccines, health care and reproductive health services could lower projected future population growth (from about 9 billion) by perhaps 10 to 15 percent.
Our two reads of who says this, and how, disagree, so it counts as the post's own claim.

… This is consistent with 81% miscarriage rate noted in the Pfizer 5.3.6 post-market data. These figures mirror the effects of chemical abortion drugs such as RU 486. Contradicts. Reuters found the quote was taken out of context: Gates said that improved vaccines and health care could lower a projected future population of about 9 billion by perhaps 10 to 15 percent, and he did not suggest killing people with vaccines.[1]
Contradicts. Full Fact and AAP both state the TED Talk remark referred to slowing future growth, not reducing the current population, and that the depopulation reading is a misrepresentation.[2][4]
Contradicts. FactCheck.org and PolitiFact found the claimed depopulation intent was a misleading edit of the 2010 'Innovating to zero!' talk, which was about cutting carbon emissions.[3][5]
Contradicts. AFP Fact Check found no public record of Gates making depopulation remarks and called the claim a false allegation, with the vaccine-population quote traced to a misinterpretation of the 2010 TED Talk.[6]
Context. Gates's stated effect was roughly 10 to 15 percent of a projected 9 billion, about 0.9 to 1.35 billion people in the future, which is not a reduction of a few billion from the existing population.[1][2][5]
